Another former jail inmate is suing the county and sheriff’s department, saying they were responsible for his beating by other prisoners.
Eldridge Payne, 32, says he was in custody at Central Men’s Jail on Feb. 18, 2007, and became paralyzed after being placed “in an overcrowded facility surrounded by violent offenders devoid of supervision …” according to a lawsuit filed last Friday in Orange County Superior Court. Payne then says he was “assaulted and battered by other inmates,” and blames the sheriff’s department.
“Liability on the part of defendant is clear because of the widespread brutality and violence sustained by inmates in Orange County detention centers,” according to the lawsuit.
Ryan Burris, a sheriff’s department spokesman, declined to comment today, citing ongoing litigation.
The sheriff’s department has been peppered with criticism over its handling of the October 2006 death of Theo Lacy inmate John Chamberlain. A grand jury investigation into the death is ongoing.

Yet “Establishment Anderson” wants to bring in undertrained, GED’s to staff our jails. The people that brought us Carona are now bringing us Anderson. It’s all about management which is non-existant under the current Carony regime. I know the witch is dead but his pals are still calling the shots and so are the Carona’s handlers. Come on all you ” former jail inmates”, jump on board. The Gravy Train is passing by! You being in jail with all the other violent and brutal folks the citizens want off the street has nothing to do with it. Nothing is your fault. Mr. Payne, inmates do not sustain the brutality and violence, they are the brutality and violence. Has anyone made the connection? Streets of OC safe/ violent people in jail?
